It all depends on what he is charged with - you may want to get straight back into court and request that his bond forfeiture be vacated.

Have his attorney in the Cook County case tell the Judge that he is in custody in the Lake County Jail. A Defendant can be out on two seperate bonds. One for Lake County and one for Cook. Did he bond out on the Cook County charge? If yes the Judge should not issue a warrant but issue a order/a writ to have Lake County bring him to Court.

If he does not have a lawyer on the Cook County case, he surely needs one. A warrant may not be issued if his lawyer appears in Cook and explains the situation. You or he should contact his Cook County lawyer. If he does not have one, I can be contacted on my cell at 630-965-8280 and perhaps we can assist you. We have several attorneys in court houses around the county tomorrow and may be able to assist.
