Someone I know was in jail in Iowa and missed a court date in Illinois. Can they still issue a warrent and hold it against them for missing

Yes. However, the court would likely recall and quash the warrant upon proof of alternate incarceration.

They can issue a warrant, and it is possible that when he is to be released from Iowa that a warrant check will show an Illinois warrant and delay his release in Iowa pending contact of the Illinois issuing authorities. If there was a pending case in Illinois it is also possible that he was restricted in leaving the state. It would be good to contact an Illinois attorney in the area where this person was to go to court.
