Is a court ordered restitution as part of a criminal sentence considered a judgement where a rule to show cause can be filed when it is known that the defendant has the ability to be paying on the ordered restitution while paroled, but has not made an attempt?

A sentence in a criminal case is a judgment. No rule to show cause will be filed. You will be subject to a resentencing hearing, and likely given jail time.
