Legal Question in Criminal Law in Illinois

crimal law

my husband is being held in the Winnebago County Jail on charges of Armed Violence and Possession of a Controled Substance, he's been held for 11 months but his hearing keeps being continued for various reasons. For one the officer who was supposed to testify has did not show up because his wife was sick, and again because the State's Attorney had missed a day. My question is how many times can a hearing be continued and a person held without conviction?
