Criminal Responsibility
How responsible is a person for acts committed (no physical harm occurred in the case) while under the influence of a psychotic disorder the person had no prior knowledge of having? Specifically the filing of a report of discrimination with the US Department of Education Office of Civil Rights containing what is now known to be false information but at the time appeared to be true due to the disorder. Does the University involved have any legal recourse against the insane person (i.e. the right to bring charges against the insane person)?

It may actually be a criminal violation.
