At what age is it not considered sexual abuse when there is an underage girl involved with an adult male?

Hello. This topic has been discussed quite alot recently. If a girl is
16 years of age, a boy as young as
17 can be charged with rape and would
then have to register as a convicted
sex offender for the rest of his life in Illinois. In Cook County it is rare to see this happen, but it can
