im charged with aggavated battery and the victim isnt going to court and is gonna write a statement saying he dosnt want no charges brought on me,and the witness they have is not testafing so will the state dismiss the charges

Not necessarily. If you do not already have an attorney, you should hire one to defend you. The attorney might be able to persuade the state's attorney to dismiss the case, but, the state's attorney can subpoena witnesses and compel them to testify. It is up to the state's attorney, not the victim or any witness. Hire an attorney.

It could ... but it doesn't have to. The State makes the decision whether to press charges and not the victim.
