Legal Question in Criminal Law in Illinois

My daughter was molested by her friends father. She came home the night it happen and her friend came too. I called the cops, we went to hospital, and my daughter was checked. The mans daughter witnessed this taking place and told the cops what happened. DCFS indicated the man. After never getting my calls returned from the cop that handles sexual cases or the states attorney for 8 months I finally received a call from the states attorneys office, they informed me that the states attorney has decided not to charge the man. I have been in trouble and the states attorney didnt get what he wanted and me be sent to prison. I feel that his based his decision in the fact that he doesnt like me and he has no desire in helping my family bc of how he feels about me. What can I do to make the man pay for what he did to my daughter and how would I go about filing a lawsuit on the states attorney for this. They never questioned us again after we left the hospital or went about it by illinois law. This town and states attorney has not helped my family in need no matter the cause bc of their opinions on me.
