can my dog walker allow someone access to my home without my permission/

It depends on some more details. Does your dog walker have access to the home? Who was let in? Why was the person let in? Has this happened before? What do you want to do about it?
If you are just miffed that someone came into your house, I might suggest firing the dog walker. If something was stolen, then you can think about suing the dog walker directly.
