Can a person be charged in a drug case just by hearsay??

Yes, pretty much all prosecutions are started on the basis of hearsay. Hearsay is something that someone relates either to a judge or a grand jury that indicates that probable cause exists that a crime has been committed and that the person indicated is the likely perpetrator. So, the beginning of just about every criminal case involves an element of hearsay. Whether the grand jury or judge feels that is "probable cause" is another situation.
