can a felony charge for thieft of a phone be expunged after serving probation time

As long as you have were not Adjudicated Guilty, completed probation, and have paid off all restitution and court costs.

Under Illinois law you cannot expunge a conviction. Probation is a conviction and, therefore, not expungable.
