felony charge/misdeamnor
if a felony charge was dropped to a misdeamnor charge, is there any circumstance that these charges, can be changed back to felony charges?

Hello. That is generally within the discretion of the prosecutor. Usually that is done to persuade the accused to plead guilty to the misdemeanor charge, if the prosecutor has a heavy call and does not want to take the case to trial.
