need help finding the answers

Hello back in 02-1994 I made a plea to felony theft,this is what my attorney {public defender} said would be the best thing to do.I not blaming him for my actions but selling me out.Well my question is is there a statue of limitation a judge has to sign off on the order.It was an 8 yr period that this was.I was given 18 moths probation and no jail time. Since this happen I changed my life around. Working raising my daughter. So the thing is was my civil right violeted due to this action. I was speaking with some friends and they stated that I could get this off my record. Please tell me something to help.
