Legal Question in Criminal Law in Illinois
In Illinois if an elder person had thousands of dollars stolen from them, would it be legal or illegal to record a conversation in person or over the phone with the person that stole it in hopes they'd admit to it and to have them arrested for elderly abuse?

You should never take an investigation on by yourself. This needs to be reported to the police right away. Let the police do the investigation and if they want to engage you in their investigation, they will contact you. You should make sure to tell the police who you think took the money, why and how.
