Is this kidnapping and should the police have taken it seriously?
If a 17 yr old boy is forsed into a car by strangers threatening his life is this kidnapping? And when the police were told this shouldn't they have informed his parents and held the strangers?

This sounds more like unlawful restraint and aggravated assault. Kidnapping is when the victim is secretly taken from one place to another against his/her will for the purpose of hiding them for whatever reason. The police have discretion regarding who they charge or not charge. No one can force the police to hold someone or charge them.
