Is it illegal to mail stolen personal
property?

You provide too little information to properly advise. However, if you know property is stolen it would be illegal to conceal the property through mail or any other means. In fact, I could imagine a scenario whereby a federal crime is committed in utilizing the U.S. Mail. If you possess stolen goods, I suggest you return them immediately.
