parol vilations
if on parole and on house arrest and i get arrested for fighting with family member and was charged with felony assault to senior citizen
and that person drop charges can the state pick up the charges?

As you know the person does not drop the charges the state does.

Any criminal charge is basically one that the state pursues. It is never up to the complaining witness, though their desires are usually considered, the State's Attorney's office has the authority to go forward without the consent and against the wishes of the alleged victim.
