Can the police issue a citation for speeding while the officer's car is parked on private property in IL?
If so, are there any requirements that must be met?

The owner of the property has to have given permission. Some owners give police contracts to patrol private property and if they observe traffic violations on the property or off of it, they can then ticket. Where were you? Near New Trier HS? Northfield Ave? These are "hot spots".
