why do people only have to bost 10% of their bail fine to be realeased on bond?

The reason for posting bond is to ensure that a defendant shows up for his court appearances. Ten percent usually covers the court's costs for pursuing an action and it is out of this 10% that a court will deduct its costs before returning the money.
