Reasonable Suspicion /PC in traffic cases
In Illinois can a Police Officer run a persons license plate number through LEADS at random? Like the Officer is driving down the road sees a plate on a vehicle and runs it. Does a Police officer need reasonable suspicion do run the plate? If so can someone show me the case law or statue that supports a police officers authority to run a plate with out RS or PC? I have read the LEADs manual, it only states that LEADS, Law Enforcement Data System be used for a criminal justice purpose.

Yes he can run plates at random. There is no reasonable expectation of privacy in a license plate and as a result this can be done. Randomly checking for compliance with licensing law is a criminal justice purpose.
