Responsibilities and access for public defenders

What responsibilites does a public defender have in regard to investigating a defendants case? Should he be doing interviews with defendants witnesses and also other investigating into public records he was told about and things like this? Should he be consulting with his client? Also, what types of access to testing does he have to be done on his client if need be, such as lie detector, psychological testing, etc. This is for a defendant who is being FALSELY accused of aggravated criminal sexual abuse and has to rely on the public defender to defend him. We would like to know just what the public defender SHOULD be doing to help my brothers case. Also, what happens if he doesn't turn in his discovery to the state?

A public Defender is held to the same standards as any other lawyer. It is impossible to be more specific without a review of the case.
