Is it legal for a police officer to say to a high school student ''We are watching you and we will get you eventually'' after searching his car and finding only 1 cannabis seed in the crevice of the seat. They have been following him all over and pretty much harrassing him every chance they get.

It is legal for the officer to say such a thing, the issue of harrassment is different. The statement in connection with the harrassment may give rise to court action against the police. The better solution is to stay out of trouble, the police will likely get bored eventually and go onto other more pressing problems.
