Legal Question in Criminal Law in Illinois
If someone was already sentenced and serving time for over a year now, does the judge whom sentenced him have the right to adjust his time and give him added time??

It depends on the terms of the sentencing originally given. But to add time? That would be unusual! Perhaps you mean consider time served or good behavior to reduce further jail time? Same difference -- the original sentencing holds, and if it's a matter of eligibility for parole, it's up to the parole board, not the original sentencing judge.
