Why is the bail amount set so high, when a person is only required to pay 10%?

The 10% has to do with the history of bail bonds, and that they were often posted in the past by individuals who charged a 10% fee for posting the entire amount. The State of Illinois did away with private bondsmen, and now simply takes the 10%. However, if someone were fail to show up for court, then a judgement for the larger amount would be entered against them and they would owe to the state the higher amount.
