State Case turned over to Fed's

An arrest was made from a warrant in Dec'2000, for three controlled buys of less than 5 grams. The state after a couple of months allowed the fed's to pick it up. Now it has turned into a conspiracy case,I guess since that area of town was conducting a conspiracy operation since 1998. My question is: what is the procedure and policy that mandates a state related case being turned over to be a federal case, when the person has not been tried at the state level and the quantities were that small? What is the time limitation of a speedy trial for a case like this?
