How does the state of Illinois determine if recieving unemployment benefits while working will result in fines, jail time or both?

Did you know you were receiving benefits and did you know you were working at the same time? That pretty much gives the State the right to come after you, unless you voluntarily return the funds with a good explanation but I can't suggest what one might be since you've given insufficient facts.
