i was stopped from going outside and smoking a cigarette then attacked after not giving my keys to a bouncer. Why won't the police let me file a report?

The police cannot deny you from filing a police report. Ask for a supervisor. How badly were you hurt? Contact my office. You should file a lawsuit against the bar.
