can a store post a picture of someone who has stolen without pressing charges?

This is defamation if it says the person stole and the person didn't. Can they? Sure they can...but it's not right if there was no theft. The problem with a defamation case is that the truth of the so-called defamatory remark is an ABSOLUTE defense. It may also be an invasion of privacy if it's not true....
