Legal Question in Criminal Law in Illinois

My ten year old nephew is being physically harassed by a bully. One incident involving dirt being smeared into his face occurred on school grounds but not during the school day. Another with him being chased home and pushed to the ground by the bully. School authorities refuse to take action and police contend that its a "parenting problem" Are there any laws to protect him? Is a restraining order an option?

Hello. I am outraged that school authorities and police have refused to help you. I suggests that you go to the police station and ask that a police report be made out. If you are able to get the police to do this, you should then travel to the closest juvenile court and once there find the office of the State's Attorney. See if the State's Attorney's office will bring juvenile court charges against the bully. A restraining order against the bully's parent's and the bully may also be an option. Finally, you may want to consider having an attorney contact the school in writing on your behalf, and advise school officials that you intend to file a lawsuit against the local school board for negligence, etc..
