Do police need probable cause to search with a canine unit and how long is ''reasonable time'' for the dog to show up?

Yes, police need probable cause. If the only reason to pull someone over is to give a speeding ticket for example and the ticket has been given, the "stop" is over and the person is free to go. There are plenty of appellate court opinions out there dealing with this particular issue. The time is takes to get the canine unit to the scene is usually not an issue that can help the defense.
