Guidelines for review of employees
Are there guide lines on how an employee should be reviewed. If so, what are they? Can an employeer appraise an employee just by the sound(tone) of their voice?
This is a subjective issue so is it to be something in which a person can or cannot be denied a raise if they were never given notice prior about the situation?

It's really impossible to frame a reply based upon the brief description you gave. There are many questions I would need answered. Just for startersWhat is your job?How long have you been there?Is employer a public, private or religious organization?How many employees are at the siteIs there a Union and/or are you civil serviceIs there a contract? Employee handbook? or practice that governs raises, promotions, etc.What happened? Result? When? Was a reason given? If so, what?Do you believe that failure to give you a raise was because of your age, sex, race, disability , etc.
I think you probably get the point. And before you start putting all this down, if you have a union rep or access to an attorney, please use that. I will be glad to give you some general direction with more information, but it can't substitute for on the scene assistance.
