Legal Question in Discrimination Law in Illinois

Reviewer's discrimination

One colleague and I submitted a scientific research proposal to a government agency. The proposal was sent out for peer review. One reviewer wrote ''The collaboration with the listed Co-PI is most strongly discouraged and funds for this activity should not be approved unless another investigator is identified.'' without any sound scientific arguments on the proposal. This sounds like a personal attach and a serious discrimination without any scientific grounds. I would like to know if any one can help on this matter.
