Legal Question in DUI Law in Illinois

3rd DUI CHARGE

i have a friend who was recently picked up on a $10,000 (cash) felony warrant out of NE Wisconsin, He got charged w/ his 3rd dui and failed to appear to his court date in which he was to plea,

(he did not have to post bail or sign a personal recog. to get out of his last ticket, and he recieved his first ticket over 10 years ago...)

He then moved to NE wisconsin to live and got picked up their for his warrant, he is currently being held at a different jail in WI for other warrants that where never taken care of.. my question is what will possibly happen when he gets transported to illinois? this is jo daviess county (galena il) will the judge let him sign a personal recog. or keep the bail at $10,000 cash.. he is being charged w/ 3rd offence aggrevated dui.. Also is their bail in IL? such as someone paying 10% of the 10,000 ???
