DUI in 1979, 1980 and 1982 in Illinois

My husband got arrested for dui went to jail all three times. Got pulled over in 1985 for headlight out and arrested for suspended license Got an Attorney thought it was over. Moved to Wis got his license got pulled over in 1992 for unsafe company truck got arrested for suspended license in Ill Got an attorney did community service. Went to counciling in Racine Wi more than 30 miles from Ill. Went to hearing in Chicago twice got turned down. Moved to Missouri tried to clear license told lady he lived in Galena Mo she said he had to go to counciling in Ill as he is within 30 miles from Ill. He stated he lived 45 minutes South of Springfield Mo She sent him papers for Springfield Ill. She told him Springfield Ill was across the boarder from Springfield Mo. how can we clear his license please email me Thank you
