Formal hearings generally are more successful with an attorney present for two reasons. First, attorneys who have experience with these hearings help you prepare better and make a better presentation. Second, hearing officers know that an attorney is better able to appeal an adverse decision to the circuit court, and few officers like to be reversed on appeal so a presentation usually gets more careful consideration when an attorney participates.

People sometimes succeed without an attorney, but that usually is the result of proper preparation. I have written a book about Illinois suspended/revoked driver's licenses and a section deals with formal hearings.
