The judge that issues a JDP defines the terms and conditions of the permit to drive. It can be issued for work, educational or medical purposes. Generally, it often includes a geographic description as well. That can be as specific as certain streets and times, or as unlimited as "within the scope of employment". If the issuing judge included a geographic area that was outside the state of Illinois, then you will be legal to drive in that area, if he did not, then you will not. Look at the document that comes from the Sec. of State. It will tell you what locations are covered by your JDP.
