I received 2 first offense DUIs in the state of Hawaii, upon moving back after the court was finished in HI, I received letters saying my license is suspended for 5 years even though it was already suspended in Hawaii for 18 months with a scheduled finish time of Nov. 27, 2015. Can Illinois change a dmv decision like this?

Which license are you talking about? IL will suspend you based upon its laws and HI will suspend you based upon its laws. I'm not understanding what was changed by IL.
