Is a parent breaking the law if they don't have a 5 y/o enrolled in kindergarten?

In Illinois possibly if the 5 year old is supposed to be enrolled -- some children depending on birth date are not required to be enrolled until the following year when they are 6. But then again if your concern is that you want to home school your child Illinois does allow that as well.
