can a private school force a child to go to a 5 day overnight camp and not advance him to the next level if they do not attend even if their academics allow them to move on?

In my opinion a school policy such as this is extreme. This would be totally unacceptable if there are health issues that the child has which prevents him or her from going on the overnight campout! Certainly if the school handbook does not include this policy, it cannot be enforced.
I would begin with a letter of protest and if that does not work, seek legal representation and request a hearing.
