My brother, who is Guardian of the person(MOTHER) keeps locking me out of the house. This past week, he turned off all the lights on the third level( I reside on the third level of our mother's home). I HAVE NO HEAT OR ELECTRICITY. I pay the electric bill. How can I stop him from doing this. HE IS DOING EVERYTHING HE CAN TO GET ME TO MOVE OUT.

You have to sue him him for his wrongful actions. He has no right to evict you without notice. You have the right to reside there. The law requires that he give you written notice to force you out. Even more if he only guardian of the person, call the guardian of the estate and ask if they join in your brother's actions. If they do, sue them to.
