Very likely not. The Guardian has the Court-appointed authority and responsibility. The Guardian's sister has absolutely no authority or responsibility. The Guardian should either change his/her plans, send an attorney on behalf of the Guardian, or contact all other parties involved and try to see if they would agree to reschedule the Court date.
