Directions On Account Withdrawal
My 11 year old niece, with whom I am the guardian, was hospitalized with type 1 diabetes in May 2003.
Her medical bills are starting to pile up, (what the insurance company won't cover).
It is now in the neighborhood of $10,000.
My sister (her mother) left a substantial amount of money for her when she died. This money was placed in an education money market account gaining interest for almost 10 years.
The account was set up to only request a withdrawal with a court order, or when she turns 18 years of age.
I need to know what steps need to be taken in order to request such a withdrawal to cover her medical bills.
Can you provide any information in this matter?

From your description it seems there was either a guardianship estate or this was done as part of her mother's death estate.
The procedure would be to petition to reopen (or to open) the guardianship estate, set out the financial situation and ask for a court order to release $X.
