In Illinois, can we take advantage of Income-Producing Property with my mothers money. She is not in a nurseing home yet?

The question is incoherent. If your mother owns income producing property then qualifying for Medicaid will need to take it into account. I don't know what you mean by "take advantage of income-producing property."
