Mom fell in nursing home,breaks hip.I file complaint with (IL) Dept of Public Health,who say they "investigated" matter and nursing home followed care plan.Aren;t they responsible for at least part of her hospital bills?

You are mixing apples and oranges. The fact that they may not have violated states rules does not mean that a tort was not committed. You need to talk to a personal injury atty immediately.
