Someone who is acting as an agent under a Power of Attorney (POAs) in a legal sense is stepping into the shoes of the person who appointed him/her. Some POAs are very broad and other are limited to various functions.
With that said, you will need to be more specific about what you are asking. What is the situation, and what problem is being caused, etc. Lastly, in order to determine whether the agent has the authority you are asking about, the POA would need to be carefully reviewed to see what powers the agent may act under.

Is it a Health Care Power of Attorney or a Property Power of Attorney. More facts please.
You need to be more specific -- take a look at the actual power of attorney document. If it grants the right to hire or discharge medical or nursing personnel to care for the person, then I'd focus on that.
