If I have an online subscription based membership, can I giveaway monthly prizes to my members? (Airfare, Hotel, Baseball ticket package)

Online gaming is state regulated. See a gaming attorney. Games of skill have a little leeway. Sweepstakes must comply with Illinois law if you are doing this in IL.
