Can a city refuse to reconnect your sewer line to a new city sewer line

Our city is replacing an old substandard sewer line with a new one. Since they cannot come to an agreement for an easement on our property for a new one, they are threatening us not to allow us to hook into it. They say we just won't have city sewer.
