Legal Question in Environmental Law in Illinois

I live on a private lake in Illinois. Can my home owners association really set rules for boating and recreation on that lake? What if I break the rules can the fine me with an ordiance vioaltion? I know the DNR can only enforce state law.

This really isn't an environmental law question, but I see no reason why your HOA can't make rules for a private lake that is part of its development, and enforce those rules.
