Legal Question in Family Law in Illinois

I have an 8 month old daughter who's father and I are not together. After she was born we briefly lived together. He then decided to go to another state for training for 4 months. Within this 4 months he has made no effort to come here and visit his daughter, he declined my offer to bring her their at the beginning, as well as declined to "video chat " via iPhones. He randomly emails or texts me to ask how she is doing. He has sent me some money, but with no consistency. When he left my daughter was 4 months old. He tells me once we go to court I will have to drive to meet him. Also that he will be able to take her on the weekends. Obviously I have done plenty of research, but have not found much credible information about this. What I have found basically suggests the father needs to first establish a relationship with short frequent visistation then gradually increase before reaching overnights. I have not found anything that relates to out of state visitation. I am not trying to keep her from him, however I am not okay with my daughter going out of state with someone she does not know.

He is one who moved. It is a rare case where a judge orders a parent to bring a child to the other parent. If he is in the military and can not leave his base, in these times, a judge might be persuaded, but I doubt it. It is a fact intensive issue.
