what if a 16 year old child who hasn't had contact with her non custodial parent for 13 years doesnt want to have a realationship with him now? he keeps pushing them and they realy dont want to have anything to do with him.

It sounds like the father wants to have a relationship with his daughter, which is always a wonderful thing. There are so many fathers out there who want nothing to do with their children. It is the custodial parent's duty to make sure the child has visitation with her father, regardless of whether or not the child wants to. If the custodial parent allows the child to not have visitation with her father, in violation of a court order, the custodial parent could be subject to "punishment" by the court.
